California QuickTime FAQ

California QuickTime MVR's

What requirements must I meet before I can begin ordering California Quicktime MVRs?   top

  • You must have a valid Account Requestor Code issued by the state of California DMV that includes authorization for the California On-line information service. (If you are unsure about whether your California Requestor Code allows on-line access, contact the California Department of Motor Vehicles Account Processing Unit at (916) 657- 5564.)

  • You must provide iiX with your Requestor Code number.

  • You must be registered for ExpressNet.

How do I register for ExpressNet?   top

Access the iiX web site at http://www.iix.com and select the Register link located beneath the ExpressNet logo. Please read the instructions there before beginning.

Now that I am registered for ExpressNet, what is the next step?   top

As the ExpressNet Administrator, you must first register any users (in addition to yourself) that will order MVRs.  To add additional users, log in using your sign-on, click System Settings, then select the Users option. Click the Add New User button and complete the form for each user you wish to register.  (Online instructions for adding users can be found here.)

For each registered user you must then submit the online registration form for California Quicktime that is found at https://express.iix.com/ca/caonline.htm

Important! You must assign a unique User Sign-On I.D. to every User who will access California Quicktime. Your employees are not allowed to order California Quicktime MVRs using a shared User Sign-On I.D. or another user's User Sign-On I.D. This would be a violation of your agreement with the state of California.

Does this mean I have to notify iiX each time I want to add a new ExpressNet User?   top

No. You will still add any new Users to your ExpressNet account, as before. However, each ExpressNet User who wishes to order California Quicktime MVRs must submit the online registration form found at: https://express.iix.com/ca/caonline.htm before access to California MVRs will be granted. An iiX representative will contact the User and complete the authorization process.

The first time the User logs on to ExpressNet after they have been registered for the California Quicktime service, they will be prompted to change their password. From that point on, the User's password will expire every 60 days.

How does using the California Quicktime service affect my ability, as the ExpressNet Administrator, to DELETE a User from my account?   top

You, the ExpressNet Administrator, can still delete any User under your control. When you delete a User, if that user is authorized for California Quicktime MVRs, iiX will also automatically DELETE the User from your list of authorized California Quicktime Users.

How does using the California Quicktime service affect my ability to CHANGE or RESET User passwords?   top

Once a User has been given access to California Quicktime MVRs, you (as the ExpressNet Administrator) will not be able to change or reset the password for that User.

However, a User who is registered for California Quicktime is allowed to change his own password. When a User changes his own Password through his ExpressNet User Info screen, the iiX California Quicktime user database is immediately updated with the User's new password.  Note: A User can only change their password BEFORE it expires.  Once expired, the User must contact iiX Customer Support at (800) 683-8553 for assistance. Reminder e-mails are sent to the Admin of an account when a registered California MVR User is within 7 days of password expiration.

Is a User ever REQUIRED to change his password?   top

Yes. California requires that each California Quicktime MVR user change their password every 60 days. The first time the User logs into ExpressNet on or after the 60th day, they will see a message prompt that informs them that their password has been revoked.

Once revoked, the User must contact iiX Customer Support at (800) 683-8553 for assistance. Reminder e-mails are sent to the Admin of an account when a registered California MVR User is within 7 days of password expiration.

Can a User reuse a password that he has used before?   top

Yes, but only after 2 years have elapsed from the time that the password was last used. For example: If the User sets Winter2009 as his password, 12 more 60 day periods must pass before he can use Winter2009 again.

What happens if a User forgets his password?   top

The User is allowed 3 tries to type in the correct password. If the password is entered incorrectly 3 times, the User will get a message that his password has been revoked and will be instructed to contact the iiX California Security Administrator.

The three consecutive incorrect password attempts do not have to be in the same session. If the User tries twice Monday with the wrong password, and then tries once Tuesday with the wrong password again, his password will be revoked immediately. He has exceeded the three try limit - i.e., 2 on Monday + 1 on Tuesday = 3 times in a row. If he had typed the password correctly on his first try on Tuesday, he would have been allowed access to ExpressNet, the password attempts would reset back to 3.

Who can reset the User's password if it is revoked?   top

The User (not the ExpressNet Administrator) must speak directly to an iiX Customer Support Representative. The User will be asked a "Hint" question that he must answer correctly in order to have his password reset. If the question is answered correctly, a temporary password will be issued.

The User may access ExpressNet once with this temporary password. When they do so, they will be immediately prompted to set a new secret password at that time. Remember!  Temporary passwords expire 96 hours after they are issued.

What "Hint" question is the User asked?   top

The "Hint" question (and its' correct answer) are part of the information provided by the User to an iiX California Security Administrator at the time they were registered to receive CA MVRs. The answer to the "hint" question should be something that only the User will know. This question and answer will be stored in our database and only the iiX California Security Administrator will be able to access them.

The User will be contacted by iiX after he submits the registration form for California Quicktime. The "hint" question and answer will be collected from the User at that time.
