"A Device Attached to the System is not Functioning"
 

Problem 1:

The following message is displayed while attempting to install Express for Windows:

"A Device Attached to the System is not Functioning"

Solution 1:
  • Run Scandisk on the C: drive. (Do not attempt to run Scandisk on a network drive!)

  • Then attempt the installation again.

Problem 2:

The error message occurred while attempting to start Express for Windows.
 

Solution 2:

This error can occur when attempting to launch a Microsoft Visual Basic® 3.0 application if the file VBRUN300.DLL is damaged or missing. Express for Windows is a VB 3.0 application. The suggested solution in Microsoft® Knowledgebase Article Q139434 is to reinstall the application that is using VBRUN300.DLL.

  • Shut down and restart Windows 95 (or Windows 98)

  • Search the C: drive for all copies of the VBRUN300.DLL file. 

  • Rename any copies found to VBRUN300.OLD

  • Reinstall Express for Windows as follows:

    • If the software is installed on a network, rerun the Network Workstation installation option. (See the Express for Windows  installation guide that came with your software.)

    • If the software is installed as a standalone application on a local hard drive, rerun the full installation using the diskettes that were provided by iiX.  (See the Express for Windows  installation guide that came with your software.)

  • Once the installation is complete, shut down and restart Windows.

  • Attempt to start Express for Windows.
