Windows® 95 or 98 Says Express for Windows™ is "Not Responding"
 

Problem:
After pressing ALT-CTRL-DEL, you find that Windows reports Express for Windows as "Not Responding." The program then fails to start.
 
Solution:
Is the workstation running any kind of virus shield or virus scanning software?  If so:
  • Shut down and restart Windows.
  • Disable the virus software.
  • Try Express again.
